The building of the water tower in 29/1 Vatutina street in the Leninsky district of the city of Novosibirsk, which gave the name to the whole district - "Tower", was built in 1938-1939. The building is recognized as an architectural monument of local importance.

In 1985, the former water tower was turned into a youth club. Since the 90s, the 8-storeyed building was occupied by the television company NTN-4. In the same years, the building was renovated.

One of the city legends is connected with the tower: once a plumber drowned in the tank of water here. When the water was drained, they found no remains at all, the body of the man disappeared without a trace. And his spirit still wanders nearby, especially often looks at the floor where the ill-fated water tank was located. There is a rumor that the man carries a wrench, which was with him at the time of death. The townspeople allegedly saw a ghost near the tower and even on its roof!
