The Palace of Culture named after V.P. Chkalov was founded in 1970. The main activities include the following items:
- activities in the field of culture, sports, recreation and entertainment;
- organization of cultural, entertainment and sports leisure for children and adults;
- creation and organization of work of art, music and club formations, sports sections and circles, including on a paid basis;
- organization, holding of concert, entertainment, mass cultural events, exhibitions, fairs, festivals such as: performances of the Altai Theater of Musical Comedy, concerts of the Novosibirsk Philharmonic, children's competitions "Siberian motives" and "Dance-express", the Forum of the Party "United Russia" and even bodybuilding competitions "Victory Cup";
- rental of property.

The Palace of Culture is located in the center of Dzerzhinsky district of the city of Novosibirsk and occupies an advantageous position. It is surrounded by functioning roads, there is convenient drive and motor car parking to it.

Administration and service personnel: Monday-Friday: 8:30-17:15, a lunch break is from 12:15 to 13:00
