Opened on November 6, 1927, in commemoration of the 10th anniversary of October, the monument was located on the front steps of the Palace of Labor on the pedestal. In the 1950s, the monument was moved to the square and was located at the intersection of its diagonal axes in front of the building. It was installed on the high pedestal, facing the facade of the building. In 1978, the pedestal of the monument was reconstructed due to the project of the architect N.I. Bolotin and L.N. Meshcheriakova.
